Who we are
In 2019, Napa County probation officers made a pivotal decision to form their own union, the Napa County Probation Professionals Association, after years of being represented by SEIU. While SEIU served many sectors, it lacked the law enforcement-specific expertise the officers needed, particularly in contract negotiations and representation during use of force incidents or disciplinary actions.
The unique challenges of their work—balancing enforcement with rehabilitation—required more specialized support that SEIU couldn't provide. Conversations about breaking away began prior to 2019, fueled by a desire for better advocacy tailored to the risks and responsibilities probation officers face.
By early 2021, the Napa County Probation Association was recognized by the County of Napa. The move allowed bargaining unit to focus on our distinct needs, including better contracts and more effective representation. Despite initial challenges, the new association successfully negotiated its first contract by the end of the year, marking a new era of empowerment and specialized support for Napa’s probation officers.
